7/10/2015: SUISUN CITY GOVERNMENT PROPOSITION FOR CITY POWER OF TAX INCREASES DEFEATED.

THE MONTEBELLO VISA MAINTENANCE ASSESSMENT DISTRICT BALLOTS WERE COUNTED DURING THE JULY 7, 2015, 7:00PM CITY COUNCIL MEETING. THERE WERE 234 BALLOTS SUBMITTED BY THE ELIGIBLE 486 PROPERTEY OWNERS OF THE MONTEBELLO VISTA MAINTENACE ASSESSMENT DISTRICT. FOUR BALLOTS WERE DECLARED INVALID. THE SUISUN CITY GOVERNMENT PROPOSITION FAILED WITH VOTES OF 132 OPPOSSED TO 98 SUPPORTING THE CITY PROPOSITION. 48.15% OF THE 486 ELIGIBLE PROPERTY OWNERS OR DESIGNEE'S VOTED. 56.64% OF THE VOTERS WERE OPPOSED TO THE GOVERNMENT PROPOSITION. 41.88% OF THE VOTERS SUPPORTED THE GOVERNMENT PROPOSITION. THE BALLOT RESULTS OF THE UNINCORPORATED 199 PROPERTY OWNERS ADJACENT TO THE MONTEBELLO MAINTENANCE ASSESSMENT DISTRICT ARE UNKNOWN AT THIS TIME. THOSE 199 PROPERTY OWNERS WERE VOTING ON WHETHER OR NOT TO BE VOLUNTARILY INCORPORATED INTO THE MONTEBELLO MAINTENANCE ASSESSMENT DISTRICT, WHICH WOULD HAVE INCREASED THEIR PROPERTY TAXES $123.50 A YEAR WITH ANNUAL INCREASES BASED ON EXPENSIVE SAN FRANCISCO COSTS.

NEW INFORMATION, JUNE 6, 2015

During the Suisun City Council Meeting of June 3, 2015, it was revealed that Suisun City Government's intention has been to send separate ballots to Montebello Assessment District properties and the adjacent area consisting of the properties north and south of Montebello Dr. to Capistrano Dr. and streets west of Capistrano Dr. to El Morro Ln. that I will term "Unincorporated." If Unincorporated passes their ballot to become an assessment district and Montebello Assessment District passes their ballot, then both districts will be incorporated into a new third larger, district with Suisun City government having the power to levy assessments to property taxes without voter approval and annually increase the maximum property taxes based on metropolitan San Francisco construction rates.

SUISUN CITY ASKS PROPERTY OWNERS TO RELENQUISH VOTER APPROVAL OF PROPERTY TAXES ASSESSMENTS AND REPLACE VOTER APPROVAL WITH CITY GOVERNMENT RIGHT TO ASSESS MONTABELLO VISTA ASSESSMENT DISTRICT INCLUDING GUARANTEED ANNUAL INCREASES BASED ON HIGH COST SAN FRANCISCO CONSTRUCTION RATES.

I am disappointed in the Suisun City government public hearing misinformation about the ballot the city has sent to property owners in Suisun City regarding giving the city government the right to raise Suisun City property taxes at will. Suisun City property owners, as well as renters, must press the Suisun City government to retain the present law and submit propositions for a citizens vote to increase our property taxes. I recommend voting "NO" on the tax ballot Suisun City has mailed. Please mark you ballot's as "NO" and mail it in. To express your concerns, please attend the next City Council meeting scheduled for June 2, 2015, at 7:00PM, the next Parks and Recreation meeting scheduled June 3, 2015. Ballots must be received by July 7, 2015. The recommendation is partially based on the following:

1. City talked about adding 199 homes to Montebello District, which would have added almost $15,000.00 to the Montebello Maintenance District.  It's not on the ballot.  It was a red herring.


2. City has current District funding of over $31,000.00 annually. Where is the money?


3. City advocated three levels of possible maintenance coverage.  Only one level on ballot.


4. Suisun City has law there will be elections only on even number years.  How did they get legal authority to do an odd year ballot?


5. How come Suisun City Parks and Recreation Commission is not paying their share of Montebello Park?

6. What are other Suisun City Maintenance Assessment Districts doing?

7. Suisun City has bids out for Notice to Contractors – Lawler Ranch Park Improvements – Phase 2 that have bonding requirement of $700,000.00 to $800,000.00. Where is that money coming from?

8. Suisun City had a bid out for a stop light at Pintail Drive and Walters Road for over $300,000.00 which could be considered a portion of the Montebello Assessment District. Where is that money coming from?
